Call for Proposals | Due Tuesday, March 28, 2023

The California County Boards of Education (CCBE) Annual Conference will be held in person on September 8-10, 2023, at the Hyatt Regency hotel in Monterey, CA. CCBE is soliciting breakout topics that will inspire our attendees to enhance their knowledge about the county board member leadership role, make decisions that put the students first, build leadership skills to become effective agents of change to become a high-functioning team, and support innovative tools and policies that are necessary to support county board members. CCBE invites you to submit a proposal for the 2023 CCBE Annual Conference!

As the role of County Offices of Education continues to evolve, CCBE's Annual Conference strives to provide relevant and timely resources for board members and superintendents. We invite you to share your best practices, expertise and inspire your colleagues throughout the state by presenting an informative and interactive workshop tailored to the needs of County Boards of Education that reflects current events.

Our Membership
CCBE is a statewide organization that operates as a section of the California School Boards Association (CSBA) and partners with it in providing educational leadership serving the unique needs of all County Boards of Education in California. County board members are a link between the community, the County Offices of Education, and the County Superintendent. County board members play an influential and powerful advocacy role in helping meet the needs of County Offices of Education, public education, and students throughout California.

Conference Goals
The conference will feature keynote sessions and offer some online presentations that will be made available the weekend of September 8-10, 2023. The Annual Conference Planning Committee is particularly interested in presentations that address the following:

  • Leading in challenging times
  • Implementing health, wellness, social and emotional learning supports in county schools and districts
  • Ensuring inclusive and equitable learning environments for all students (focus on rural, court and community schools)
  • Strengthening shared governance between the county board and superintendent (budgeting, finance, LCAP, etc.)
  • Sharing best practices and inspirational stories about how you or your team made a difference for students, community, or county

We anticipate that conference sessions will be 60 minutes in length. We ask that presenters prepare their direct presentations and include 15 minutes of interactive and solution focused community conversation through the Q&A discussion section.

Selection Criteria
While we are grateful for all proposal offers, due to the limited time and space at the conference, the planning committee must review proposals to choose programs that are most closely aligned with current relevant topics. The committee will review and evaluate on the following criteria:

  • Proposed topic timely and relevant to county boards of education and its policy role
  • Overall quality of proposal and well-defined focus
  • Are the presenter(s) experienced and knowledgeable
  • Clearly identified objectives and deliverables
  • Is one of the presenter(s) a county board member

Requirement and Process
All proposals that have been submitted will be reviewed, and if accepted for presentations, will be assigned a presentation space.

  • Proposals may have up to four members on a panel and shall include at least one county office of education board member.
  • All presenters must commit to the presentation of a program at pre-assigned times during the conference, from September 8-10, 2023.
  • Presenters should grant permission for hard copy and online distribution of supplemental resource materials and provide soft copies of PowerPoints in advance.
  • Presenters will receive a complimentary, non-transferable one-day conference pass for the day of their presentation. If they wish to attend the entire conference, they must register at the full conference rate.
  • CCBE does not accept proposals that are intended to sell a product or service.

Proposal Submission
New in 2023, the submission form will include a video asset. Please complete the Google Form by Tuesday, March 28. A Google email address is needed to submit the proposal.
You will be notified in May whether your proposal has been selected for inclusion in the 2023 CCBE Annual Conference. If your proposal does not meet the needs of this year’s program, the committee hopes you will resubmit your proposal for a subsequent conference.

2023 Strands
The Annual Conference Planning Committee has identified the following 5 strands for CCBE’s 2023 Annual Conference program as they relate to county boards of education:

Advocacy and community engagement: Speaks to the board member's leadership role in building collaborative relationships with stakeholders and influencing decision-makers to generate support for student achievement and enhance the perception of public schools. Focuses on the opportunity to build coalitions with local city and county elected officials in shared advocacy efforts for the needs of PreK-12 students. 

County board core: Encompasses the statutory and shared governance responsibilities of county boards of education including: oversight of community, court, and county-authorized charter schools; adjudication of appeals (expulsions, inter-district transfers, and charter authorizations); real property matters; county LCAP hearings; and COE budget oversight. 

Funding, finance, and human capital: Underscores the importance of resources needed to ensure that all students benefit from a high-quality education including a broad spectrum of learning opportunities to rebuild trust in public education. This strand includes innovative practices adopted by COEs to address the unique range of human capital challenges connected to funding, such as teacher shortages and school/district leadership turnover. 

Leadership through shared governance: Aims to equip board members with the leadership skills, qualities, strategies, and techniques to become effective change agents in order to collaborate with county superintendents, become a high-functioning governance team and address public behavior at board meetings. 

Wellness, safety, and learning: Encompasses the myriad ways that wellness contributes to educating the whole child, including the social and emotional needs of students, staff, teachers, and families; demonstrates effective programs in schools and county offices of education, mental health services and partnerships between county offices of education, school districts, and private and public entities. This strand also addresses challenges related to post-pandemic and new issues, including anxiety, apathy, disconnection, learning loss, fentanyl exposure, and other communication and social-emotional challenges.
