Apple For Excellence Award
CCBE is proud to have established the Apple for Excellence Award to recognize outstanding programs administered by county offices of education reflecting the depth and breadth of a county education program necessary to address students’ changing needs. This also allows CCBE to express appreciation to the dedicated educators in county offices across the state that strive to provide high-quality education with cutting-edge innovation.
This award is bestowed upon the top program(s) in the County Office of Education category of CSBA’s Golden Bell Awards. Apple for Excellence Awards are presented at the CSBA Golden Bell Awards luncheon event each year in December by the CCBE president. Award winners are selected by the CCBE Awards Committee. Each year, through the CSBA Golden Bell Awards program an announcement is sent to all county offices and districts encouraging them to nominate projects or programs from their county for consideration.

San Mateo County Office of Education, San Mateo County
Project Change, an
innovative program run in partnership with the College of San Mateo, the San Mateo County Office of
Education, and the San Mateo County Probation Department, ensures these vulnerable youth receive access
to higher education and the support they need to be successful in their post-secondary studies and life.Project Change’s goal is to provide youth who have been involved in the juvenile justice system
with tangible opportunities to attend and succeed in college. Project Change is a multi-faceted, multi-year
program that begins when students are still in high school and follows them through their college graduation
or transfer to another school. Youth receive in-person college instruction, including psychology, English,
and sociology classes, inside juvenile hall. Students also participate in college readiness classes and
workshops that expose them to college majors, degrees, and certificates, and receive support in completing
college and financial aid applications. At the end of each semester, students who have completed their
college classes are given a furlough and Probation Department staff take them to a “Welcome Day” program
on the College of San Mateo campus where they register for classes, receive a tour and orientation, and
participate in a lunch with college faculty, administrators, and students. This event helps demystify college
and lets students know they have the support of the college and their peers.
